Mexico sued the United States under NAFTA for refusing to allow Mexican trucks onto American highways. A ruling is expected on Thursday. In a priliminary ruling last November the arbitration pannel ruled in favor of Mexico but Clinton ingored that ruling. The US Department of Transportation says Mexican trucks aren't safe and truck safty standards are not good enough.

Lori Wallach, director of Global Trade Watch, is quoted in an AP article as saying: "The reality is if you want to make sure Mexican trucks are safe, you have to inspect every one. ... You can't do it unless you have more resources going into truck inspection than into the U.S. Army."

The Teamsters Union opposes allowing Mexican trucks in. [if you get someone on the phone you could put that here and cut out the Lori Wallach quote] but the American Trucking Association wants the boarder open to them.

If the pannel rules as expected Bush will the the option of complying or refusing and negotiating compensation with Mexico. They could either make the US pay them or refuse and say they need highway access.
