i made one change and asked about another

[should this be Tuesday night?] Last night President Bush presented his proposed federal budget to Congress. Banking on a projected 10-year $5.6 trillion budget surplus, President Bush expects to reduce the national debt by $2 trillion and provide $1.6 trillion in tax cuts over the next decade. The budget also includes spending increases above inflation of $1.8 billion for education and $2.8 billion for medical research.

The administration has touted the tax cut as improving the lives of the middle-class; however, independent studies show the President’s plan disproportionately benefits the wealthiest sectors of society.
