As the rulers of all the nations of the americas, with the
exception of excluded Cuba, prepare to meet in Quebec City Canada,

As the leaders negotiate in secret, working from a draft document which is also
kept secret, 100s of thousands of people around the world are preparing to take to the
street to demonstrate oppostion.
The FTAA meetings unabashedly exclude the public from any decision making process.
The exclusion of the public from these critical meetings only further exacerbates the
separation/alienation felt by many Americans, from the political process.
Close to 62% of the eligible American population feel that voting in presidential
elections will not get their point of view across.
With the upcoming secretive FTAA meetings, and the disenfranchisement
of the majority of people from the political process, we can conclude..
This is not what Democracy looks like.
In preparation for the FTAA meeting, other groups have been laboring-
spying, infiltrating, intimidating, incarcerating, and even killing, as well as
preventing people from reaching the negoitiating venue.
Namely, the police, militaries, and inteligency agencies, and in some

big bust thursday night at Northeast party
Late Thursday night, at least 40 police cars were dispatched to the
scene at NE 12th and Alberta. No one really knew what was going on,
and the cops would only say that "a big party got out of hand"
But here's what I saw:
-40+ squad cars
-Metro bus to haul away prisoners
-lots of crusty punk types (black clothes, dreads, peircings, patches) in handcuffs
-two cops with their yellow shotguns (bean bag?) out
-one prisoner was kind of spitting up (someone said that he had been pepper sprayed)
-prisoners were banging and rocking the van that they were being held in
here's some hearsay:
-someone said that people were fighting "tussling with the police"
-someone asked if the partiers had weapons, a cop replied "probably"
I wish I had more info, but I don't. It will be very interesting to
hear some first hand reports, and the cops' and the media's spin.

Three people are in jail with $250,000 bail apiece. They face
mandatory prison sentences far longer than any political activists
in Oregon have seen in thirty years.
What should we do?
A community meeting is being organized for this Sunday, April 8th.

abuse. We will have to organize public actions, talk with the media,
work with the National Lawyers Guild and other sympathetic lawyers,
mobilize for police accountability and just talk with each other.

Police attack house party in northeast Portland

Police attacks on Portland's political subculture have been on the
increase, with individuals being stopped, searched, and asked about
political affiliation ("Are you an anarchist?")
On the evening of Thursday, March 29th Portland, Oregon police
showed up at a party at a northeast Portland house. After a small
confrontation, police on the scene declared a state of emergency,
sending 43 police cars to the house. Dozens of party-goers were
pepper-sprayed, photographed and detained.
Three individuals were arrested at the scene and initially charged
with "Assault" and "Riot", both felonies. They were eventually
released on their own recognizance and scheduled for a Monday, April
2nd arraignment. When they appeared in court on Monday afternoon all
three were seized, and supporters forced out of the courtroom. The
three now face felony charges including Assault, Riot and Kidnapping
(Kidnapping is a "Mandatory Minimum" offense in Oregon, carrying a
lengthy mandatory prison sentence if found guilty). All three are
each held on more than $250,000 bail at the Justice Center in
Portland.
Over the past several months, police profiling of the Northeast
Portland political subculture has increased dramatically. These
efforts stepped up at the time that the Portland Joint Terrorism
Task Force (FBI and Portland police) was created. Surveillance and
repression in northeast Portland has heightened since the attack on
the 29th, with individuals being stopped, searched, asked about
political affiliation ("Are you an anarchist?") and leaflets and
address books being seized. Community members and Portland activists
have begun responding. Effects towards political, legal and
financial support are underway. Further details on these attacks

i heard rumors of a cop crackdown on a punk house party last thursday.
the two stories i've heard were different: one version maintained that
the cops pulled someone from the house and were beating them down when
the rest of the house bum-rushed the cops. the other version was less
dramatic, with a drunk punk scuffling with and punching a cop.

Exchange, SF, Today, Demanding That the Transnational Corporations Who Do
Business There, RELEASE the TEXT of the FTAA AGREEMENT (They actually possess
the text of this trade policy agreement that will adversely affect billions of
lives, indigenous cultures, and natural resources in the Western Hemisphere,
while we the people are denied access to it)!!!!***
At 7:30 AM, ~50 PROTESTORS gathered in front of the Bank of America building on
California & Kearny--which had been completely police-barricaded and was under
HEAVY SFPD GUARD (this small band of social and environmental justice activists
succeeded in stopping business as usual at this gigantic financial
institution!). There, we injected the cold heart of BofA (Bank of America)
with a GIANT HYPO of adrenaline; when that didn't work, we resorted to ELECTRIC
SHOCK to give them a Heart-On. When that didn't work, we did a Spiral
Dance!!!....
>From there, we--our numbers steadily growing to ~100-- marched to the STOCK
EXCHANGE, where we found GREEN-CLAD ROBIN HOOD and A MERRY MAN inside, standing
on a thin ledge on the other side of the guard rail (!!!) above the main
entrance where the double staircase meets on the mezzanine (MARIAN stood behind
them), with Anti-FTAA BANNERS unfurled. (Evidently, OTHER MEMBERS of the MERRY
BAND had already entered the trading area and been arrested.)
WE FLOODED the FOYER and the STAIRS, SINGING "SI SE PUEDE!" and WOVE A
WONDERFUL WEB criss-crossing the chandelier, the stairs and the foyer... After
an hour of high-spirits inside and heavy leafleting outside (OUTREACH WAS
STUPENDOUS: 1000's of fliers informing the public about the FTAA were
distributed!!!), the police locked the doors, with those not wanting to risk
arrest on the outside.
WE CONTINUED the spirited demo outside within view of ROBIN, and the others
risking arrest. A SKIRMISH erupted in which the SFPD threw one of us to the
ground, drawing blood; Starhawk proceeded to PUPPY-PUDDLE the downed
protester--throwing her body over the demonstrator's to prevent further
injury... The SFPD immediately ringed them both, stopping further
intervention--they were arrested, over our SHOUTS and CHANTS of PROTEST! STAR
managed to roll her inredible drum to safety (I grabbed it!) and we used it to
beat out more songs and chants until ROBIN and HIS COHORT WERE PHYSICALLY
REMOVED FROM THE LEDGE and INCARCERATED. ELEVEN PEOPLE WERE
ARRESTED (unofficial report). A LEGAL TEAM and SUPPORT GROUP followed them to
Central Station (Vallejo, between Powell and Stockton in North Beach), while a
few of us remained to talk with MEDIA STRAGGLERS and interested bystanders.
Media was excellent, btw, and included CNN Coverage, among many other cameras.
By 11:00, the doors of the PSE were re-opened. IT WAS A GREAT SHOW FOR
JUSTICE!!!!!! Cheers and Onward!!!

A police campaign of violence against anti-
capitalist activists began at the weekend when
they swooped on a squatted community building
and, with the help of bailiffs and the
building's owners, vandalised the former button
factory, rendering it inhabitable. Mechanical
diggers were used to demolish part of the
building.
In a story first reported in Indymedia International but now in all the corporate press,
150-2000 Police officers on April 1st, carried out a dawn raid on an abandoned
factory thought to be an anarchist training centre. Scotland Yard
believe it was being used to prepare for demonstrations in
London on May Day. They swooped at dawn on a disused factory to
disrupt an anarchist "training weekend" believed to be a key point
of preparations for trouble.
Metropolitan Commissioner Sir John Stevens said intelligence
suggested activists would target police, government buildings and
commercial institutions on May Day and the following days.
Commissioner Stevens said. "During this time I have cancelled leave
for all uniformed officers and intelligence gathering continues."
Organisers of this year's protests published a target list on the internet last week, giving
addresses of scores of London shops and offices to be picketed or occupied.
In addition to previous targets such as McDonald's restaurants and luxury car dealers, this
year's protests are likely to focus on banks involved with 3rd world debt, newspapers and embassies, as well as
hotels, clubs, chain stores.
The raid is part of the hysteria leading up to the planned Monopoly May Day protests with
stories in the papers getting more and more ludicrous as the day approaches. The cops feed the
media and the media feeds the cops until broken skulls and mass arrests are seen as essential to
stop marauding anarchists from leaving the capital and city in ruins.
Now that they have smashed up the former button factory they say that "a police presence will
be maintained in the area to ensure community safety."
But it’s also part of a wider picture as across the world, resistance and
opposition to injustice, ecological destruction and poverty being criminalised. As campaigners
against single issues, like roads or genetics are increasingly realising that it’s the
entire system that needs to be revamped, they’re finding themselves being
described as ‘terrorists’. The stakes are being raised.
The British State is the most experienced place in the world at quelling resistance. General
Frank Kitson (who worked in Malaya, Ireland and then Britain in the early 80’s) wrote the
British state’s handbook on dealing with ‘subversion’ Low Intensity Operations way back in
1971. In it he emphasises the importance of intelligence gathering using a large number of low
grade sources, psychological operations; such as propaganda against opposition groups, use
of the media to target individuals and the use of infiltrators. The aim of this activity is to divide
and destroy the movement by encouraging ineffective opposition (voting for ‘progressive’ legislators,
marching from A to B, listening passively to public speakers at rallies, signing petitions...) at the
same time as using the media, police, courts and prisons to destroy effective opposition. As
Kitson puts it, the way to smash a movement is "to associate as many prominent members of
the population, especially those who may have engaged in non-violent action, with the
government" and "to discover and neutralise the genuine subversive element".
Since May Day 2000 this strategy has been actively pursued in Britain. The police used May
Day itself to gather an enormous amount of intelligence and get its mates in the media to portray
such actions in the future as ‘unacceptable’ and those involved as ‘criminal’. Alongside the
arrests, raids and imprisonments, it was not long before “prominent” people “involved in
non-violent action” were joining in the police’s attacks on the Mayday action and specifically
on alleged organisers. These people were quickly used by groups uninvolved in direct action to
promote some kind of third way between direct action and doing nothing - a sort of being
annoyed at capitalism while tut-tutting people who do something about it. The prominent
individuals proposing this sort of ineffectual opposition soon find themselves getting newspaper
columns, appearing on chat shows and generally being promoted by those in control of the
media. Unless they show support for effective opposition on the streets, that is - in which case
they can kiss goodbye to their newspaper columns.
Kitson pointed out that it’s no good just repressing opposition when people have genuine
grievances - you must allow people to let off steam, but only in ways that don’t have any effect.
Our job is to make sure that our resistance isn’t just about letting off steam, shouting at the telly
and cheering people at rallies - but about taking effective action.

Dear Premier,
Yesterday I witnessed a scene outside the meeting of Western hemisphere
finance ministers in downtown Toronto that has brought shame to our province
and put fear in the hearts of many Ontarians. This matter is about our most
fundamental rights and freedoms in a democratic society and requires your
immediate attention as Premier of this province.
I, along with hundreds of individuals and families from all walks of life,
participated in a peaceful demonstration that was met with an unacceptable
show of police force. The police stood behind barricades several officers
deep. Of greater concern, however, was the presence on a scaffolding of
three masked Emergency Task Force officers armed with automatic weapons that
fire plastic ammunition. It is unfathomable that the day has come in Ontario
when police officers are on the street equipped to fire on unarmed men and
women and their children. Can it really be that we are prepared to even
contemplate such an outcome?
Regular people are increasingly left out of the decisions that shape the
lives of all by government leaders that take only the interests of rich
corporations into account. Protests and public meetings are a way for
citizens to discuss crucial political and economic issues. Protests are a
reminder to the powerful that our provinces and nations are made up of the
same regular people who are currently being shut out.
Peaceful protest is a fundamental and inviolable right in a free and
democratic society.
I call on you to immediately safeguard this basic human freedom by looking
into how this unprecedented show of police intimidation was permitted to
take place. I also call on you to ensure that this situation is never again
repeated lest Ontario ceases to be a free and democratic society. I urge you
to take a public stand and immediately say Ontario will not have its police
forces prepared to shoot its citizens for the crime of engaging in public
dissent. Ontarians are looking to you to say there is no place for the use
of rubber bullets here.

Traditional Mohawks call for "Day of Rage" April 19th and pledge to open
border, welcoming anarchists. Written By World War Three, Target & Warcry
This April the heads of State of every country in the Western
hemisphere except Cuba will be meeting in Quebec city Canada to sign
a trade deal that undermines the rights of working people,
environmental protections and human rights. They are very afraid
that people will come to Quebec City and ruin their party. So afraid
that protesters are being refused entry at the Canadian border. But
there's good news. There is an important chance to build solidarity
between anarchists and indigenous people.
The Mohawk territory of Akwesasne straddles both sides of the Canadian
border. The Mohawk people view that border as illegitimate. On April 19th,a
group of Mohawks from the Traditional contingent of the Mohawk people will
open the bridge at Cornwall to activists wishing to go to Quebec City. They
are billing this as a "Day of Rage" in solidarity with the Palestinian
people. Canadian radicals and trade unionists are supporting this action on
the Canadian side while several different mobilization groups from the U.S.
are planning a caravan from the Burlington Convergence to Quebec City
through the Mohawk reservation. This is not a blockade. In solidarity with
the Mohawk nation's grievances towards the Canadian and U.S. governments and
their action upon that day, the caravan hopes to travel without harassment
and unfettered to Quebec City.
The Mohawk people consider the bridge and border an abomination forced on
them by the U.S. and Canadian governments. The bridge is controlled by
customs 364 days of the year but one day of every year Mohawk people take
over the bridge to assert their sovereignty over their land. They have never
given up their lands to these tyrannical nations.
This is a chance to build an alliance between Anarchists and
indigenous people. There is a lot we can learn from the Mohawk
people, who have struggled for centuries against all forms of
oppression at the hands of the capitalist system and the governments
of both Canada and the U.S. They have never conceded their land.
They have never accepted the U.S. or Canadian government as
legitimate. They have responded to oppression with armed resistance.
The powerful spirit of insurgency has been very effective in the
recent past as well. The federal governments have amassed to strike
with horrendous force only to back off when it became apparent what
they were up against: a people committed to sovereignty at all
costs. As Anarchists we aspire to be as strong and defiant as the
Mohawk Traditionalists already are.
This group of Mohawk Traditionalists - along with the Ontario Coalition
Against Poverty (An organization of poor people fighting to bring power back
into poor communities, OCAP) and the Kingston People's Community Union (An
organization of community members, PCU) - are using this as a chance to
build coalition and organize towards a larger campaign to unseat their
rightwing asshole premier of Ontario, Mike Harris. This will be a day of
solidarity between radical Mohawks, Canadian Trade Unions, the poor of
Ontario (Through OCAP), several radical activist groups in the U.S. and
Canada, independent Anarchists, and the Anti-Globalization movement
worldwide. A few of the U.S. groups currently involved are NYC DAN, NYC
YaBasta! Collective, IMC-NYC, Philly Direct Action Group. The Canadian
Guelph Direct Action Group is also down. The border crossing also has the
endorsement of the Cornwall Labor Council, the radical Canadian Postal Union
and possibly a Canadian AutoWorkers Union. Once over the border the U.S.
caravan will be free to join the Canadians for a large-scale caravan to
Quebec City. Canadians are still discussing plans to shut down the locks on
the Saint Lawrence Seaway if necessary. The Burlington Convergence (Starting
possibly the 14th of April. http://www.vermontactionnetwork.org,
htp://www.vermont.indymedia.org) is being used as the jump off point and it
is strongly advised that those interested be at the convergence by the 17th
for training, or by the 18th spokes council meeting at the very latest. This
convergence will have teach-ins, workshops, bands, protests and much more.
If you can't make it to Cornwall or Quebec you have to come to the
convergence.
Some realities about working with the Mohawks: Mohawk society, like
most societies, is not politically homogeneous. There are Mohawk
freedom fighters, but there are also Mohawk police, Mohawk venture
capitalists, Mohawk reactionaries and Mohawks wor
