Australian Citizens' Rights Organization CEC Releases Children of Satan Pamphlet
The LaRouche organization in the United States has published in the hundreds of
thousands of copies, perhaps the most historically critical expose in its more
than 30-year history, a pamphlet entitled, "Children of Satan". The information
contained in this pamphlet is imperative for stopping the Clash of
Civilisations/Perpetual World War now underway in Iraq and which is about to
spread to Syria, Iran and who knows where else. Since Australia, courtesy of our
Prime Minister's decision to join the United States and Britain in their
"Coalition of the Willing", is intricately involved in the launch of a new
fascist world empire, the CEC has printed 50,000 copies of the Children of Satan
pamphlet, complete with the following introduction, situating the role of the
Australian "chickenhawks".

- The world has looked on in horror as the United States has adopted the fascist
doctrine of "pre-emptive strike" for use against anyone whom it defines as its
enemies. This new doctrine spits on the United Nations, on all common notions of
morality and justice, and on all international law since the 1648 Treaty of
Westphalia which established the principle of sovereign nation states.

The attack against Iraq was the first application of pre-emptive war. But, as
leading figures in the U.S., including Secretary of Defense Rumsfeld and Vice
President Cheney, have made clear, the war on Iraq is just the first in a
planned series. Other immediately-targeted nations include Syria, Iran, and
North Korea. At least one of these could likely see the U.S. use nuclear
weapons, as was mooted against Iraq, since the "first use" of nuclear weapons
against "rogue states" has been widely advocated by the Rumsfeld/Cheney circles.

Such foreign aggression, together with fascist police state measures at home,
such as the notorious "Patriot II" bill of the crazed religious fundamentalist,
Attorney General John Ashcroft, signify that the U.S. is rapidly becoming a
carbon copy of the fascist regime of Franco/Pinochet, or of the first fascist
regime in history, that of the Roman Empire, whose world-plundering legions
adopted the fasces (a bundle of sticks with an axe protruding) as their symbol.

What has happened to the America, which was once "the temple of hope" and
"beacon of liberty"? The America which so inspired the whole world, including
our own early republicans such as the Rev. John Dunmore Lang, his friend the
poet Charles Harpur, and their circle, and those who founded the Australian
Labor Party, who took the American, as opposed to British, spelling of "Labor"
to signify their aspirations?

The pamphlet you are about to read answers that question. And that answer has
enormous implications for Australia, not least because Prime Minister John
Howard and his Liberal Party have decided to march in lockstep with this new
fascist America, in launching wars of aggression and implementing a police state
at home, policies shared by some leading figures in the ALP.

The Chickenhawks
What you are about to read was first issued by the 2004 Presidential campaign of
Lyndon H. LaRouche, Jr., who is spearheading the resistance within the U.S., as
well as internationally, to the fascist transformation of the U.S. now in
process. Already, the efforts of LaRouche's Presidential campaign and his
Executive Intelligence Review magazine, have made the existence of the
"chickenhawk" cabal centred around Vice President Dick Cheney and Pentagon
Secretary Donald Rumsfeld notorious internationally. (Most of this cabal were
draft-dodgers during Vietnam, but now lust for bloody war everywhere—thus their
appellation, "chickenhawks". They are also known as "neoconservatives".)

It was LaRouche, who, many months ago, first revealed what international news
media, including our own Four Corners and others, only later picked up on: the
fact that the present war against Iraq had nothing to do with "weapons of mass
destruction", but was planned in detail already in 1991 under then-Defense
Secretary Dick Cheney, as embodied in a Pentagon document, "Defense Strategy for
the 1990s: The Regional Defense Strategy". The chief premise of that
document—which was rejected by President George H.W. Bush ("41")—was that,
following the fall of the Soviet Union, the U.S. must become an unchallenged
world empire, and use "preventive war" and "mini"-nuclear weapons as deemed
necessary.

LaRouche also first blew the whistle on the infamous 1996 "Clean Break" strategy
drafted by a team of American neo-cons led by just-resigned Pentagon Defense
Policy Advisory Board Chairman Richard Perle, and present Assistant Secretary of
Defense for Policy, Doug Feith. That strategy was first designed for
then-Israeli Prime Minister Benjamin Netanyahu, as embodied in the document,
"Clean Break: A New Strategy for Securing the Realm". It called for ripping up
the 1993 Oslo Accords; junking the "land-for-peace" deal; for the brutal
re-occupation of the West Bank and Gaza by the Israeli Defense Forces leading to
permanent re-annexation; and for launching a war against Iraq, followed by war
against the Baath regime in Syria. The Cheney/Rumsfeld chickenhawk cabal
controlling U.S. President George W. Bush has made that document a cornerstone
of U.S. policy, though it has been resisted, at least partially, by Secretary of
State Colin Powell. The chickenhawks wholeheartedly support Prime Minister Ariel
Sharon's Pinchet-like assault on the Palestinians, as do many of the friends and
admirers of Australia's Anti-Defamation Commission of B'nai B'rith.

As the U.S. and international press have frequently noted, many of the
neoconservative chickenhawks happen to be Jewish. However, they are not
pro-fascist because they are Jewish, but precisely despite the fact that they
are Jewish, since their outlook is entirely contrary to the humanistic values of
mainstream Judaism, values shared with Christianity and Islam. Rather, they are
the "errant weed" within Judaism denounced by the martyred Israeli Prime
Minister Yitzhak Rabin. In fact, Ariel Sharon and his Likud party are fascists
in the strictest sense of the term, both by their genocidal actions against the
Palestinians, and through their devotion to the ideas of Likud founder Vladimir
Jabotinsky, the Mussolini supporter whom Israel's founding father David Ben
Gurion called "Vladimir Franco".

Indeed, there are four telltale markers which define the chickenhawks: 1) their
fanatical support for the war against Iraq, and for upcoming possible wars
against Syria, Iran, North Korea, etc., 2) their fanatical support for fascist
Sharon's bloody attacks on the Palestinians, including his "transfer" plan to
expel all Palestinians from the West Bank and Gaza, 3) their fanatical support
for police-state measures domestically, to silence their political opponents,
and 4) their fanatical hatred against U.S. 2004 Presidential candidate Lyndon
LaRouche, who represents the real America of its Founding Fathers, and who has
for decades counterposed his policies of economic growth and "peace through
development", to the chickenhawks' dreams of imperial ("globalist") conquest and
domestic police states.

Australia's Chickenhawks
Several months before former Israeli Prime Minister Yitzhak Rabin
was murdered, he was bitterly attacked by the Melbourne businessman Isi Leibler.
Leibler issued an unprecedented open letter to Rabin in August 1995 in which he
castigated the Israeli prime minister for criticizing the fanatics and
Jabotinskyites among the West Bank settlers' movement. In November of that same
year, Rabin was killed by a member of that settlers' movement which Leibler had
defended. Leibler has since moved to Israel, where he has been a vociferous
supporter of the war against Iraq and of the fascist Sharon, but the outlook and
the institutions with which he was associated, or helped to sponsor in Australia
live on, centred in The Review (formerly the Australia/Israel Review), which was
founded by a follower of Jabotinsky and which features articles by leading U.S.
chickenhawks, and in the The Review's parent organization, the Australia Israel
Jewish Affairs Council (AIJAC), chaired by his brother Mark. They have screamed
bloody murder for a war against Iraq, and have also led the charge for
police-state style measures in Australia, both through their lobbying for the
notorious "racial vilification" legislation passed in Victoria in 2001, and
their advocacy of similar draconian legislation at the federal level. They are
also longtime bitter enemies of LaRouche and the CEC.

However, the organisation which has really spearheaded the drive for the fascist
racial vilification legislation, has been the Anti-Defamation Commission of
B'nai B'rith, chaired by longtime Isi Leibler crony, Dr. Paul Gardner. The ADC
has stated repeatedly, that the main purpose of such legislation is to silence
the Citizens Electoral Council. And, were that not sufficient, the ADC in its
October 2002 submission to the Federal Parliament, called for the banning of a
registered political party, the CEC, solely because the CEC are the Australian
co-thinkers of Lyndon LaRouche. Though some of the ADC's board members, such as
Bob Hawke and Malcolm Fraser, have been outspoken against the Iraq war, they
apparently have no trouble advocating fascist measures at home. The ADC's
Nazi-style call to ban its political opponents is fully in synch with Prime
Minister Howard's revival of the notorious, Gestapo-modeled ASIO bill and his
demand that the government have the power to unilaterally ban whomever it wants
to, as reported below.

The Origin of the Chickenhawks: Bertrand Russell, H.G. Wells, and Leo Strauss
The drive for fascist police states at home, and the drive by the presently
chickenhawk-dominated U.S. to become a new, world-ruling Roman Empire, with
backing by leading circles in the U.K. and Australia, are part of the same
policy. In his piece in this pamphlet, "Rumsfeld As Strangelove II", LaRouche
lays bare the philosophical deep roots of the chickenhawk cabal. He shows how
their ideology derives from a Satanic fusion of, on the one side, British
imperialists Lord Bertrand Russell and his side-kick H.G. Wells ("The War of the
Worlds"), who advocated a strategy of "pre-emptive nuclear war" in order to
establish a one-world government, the doctrine of Ethiopian Jew dictator Haile
Selassie... Thus, by their own self-professed philosophical
lineage, the chickenhawks whom Prime Minister Howard is so devotedly following,
are fascists in the strictest sense of the term.

The Driver for Fascism: The Global Financial Collapse
The mad push for war and fascism is being driven by the global financial
collapse, the reality of which the major news media (especially that dominated
by chickenhawk den mother Rupert Murdoch) have carefully covered up. Exactly as
in the 1930s, the financial oligarchy is terrified that the collapse will weaken
their power. To prevent that, they have unleashed what some of the chickenhawks,
such as former CIA chief James Woolsey, already crow about as "World War IV",
together with domestic fascism, in order to sow chaos, and to silence any
opposition to their continued rule.

During the 1980s and 1990s, when virtually all other economists worldwide were
hyperventilating about the "unending world economic boom", the world's greatest
economic forecaster, Lyndon LaRouche, forecast that the "globalist" policies of
privatization, deregulation and wild speculation would inevitably lead to a
global financial collapse even worse than that of the 1930s. That collapse is
now underway. He also forecast, in an international webcast on January 3, 2001,
that the attempt to maintain the globalist system under conditions of collapse
would propel the U.S. into foreign wars and fascism at home, in the immediate
future. That forecast was regarded by most as shocking at the time, but it has
been borne out precisely.

Thus, exactly as in the 1930s, the choice for the U.S., for Australia, and for
the world, is between financial reorganisation and large-scale infrastructure
projects to conquer the depression, as America did under President Franklin
Delano Roosevelt (FDR), or rapacious war and fascism, the direction Spain went
under dictator Franco..

The FDR of today, both for the U.S. and for the world, is the physical economist
and U.S. 2004 Presidential pre-candidate, LaRouche. LaRouche has proposed to
junk the present globalist system of looting, and to establish an international
"New Bretton Woods" system of fixed exchange rates, exchange controls,
protectionism, national banking, and great infrastructure projects—precisely the
policies which once made Australia great. As the driver for the recovery of the
world's physical economy, LaRouche already a decade ago proposed the "Eurasian
Land-Bridge", a series of great railroads to span the entire Eurasian continent,
from Western Europe to the coast of China. LaRouche's idea is to unite the
machine tool and other advanced technologies of Western Europe, with the world's
greatest population centres, in Asia, and thus to unleash a global economic
boom. Much of that great Land-Bridge has been constructed over the past decade,
and it is precisely to stop it, that the chickenhawks unleashed war in the
politically sensitive crossroads between Europe and Asia, the Middle East.

A Fascist Police State in Australia?
As Australia has joined the U.S. in its unjust war against Iraq, it
has also joined the U.S. in driving for fascism at home. That statement is no
exaggeration, as evidenced in the series of radical legislative changes
initiated by Australia's federal and state governments over the past three
years, documented in detail in the February 2002 issue of the CEC's New Citizen
newspaper. The fascist intent of these draconian new laws is most clearly
typified by the Defense Legislation Amendment (Aid To Civilian Authorities) Act
2000, otherwise known as the "Shoot-to-Kill Bill". This act gave dramatic new
"civil order" powers to the Australian Defense Force, including the right, for
the first time in Australian history, to kill Australian citizens.

Under the rubric of "fighting terrorism", during 2002 the Howard government
added a number of additional draconian laws to the pre-existing fascist corpus,
which corpus also included the notorious, mis-named Racial and Religious
Tolerance Act passed in Victoria in 2001. This is an intentionally vague
catch-all piece of legislation which establishes lengthy jail terms, huge fines,
and gives police the right to break down doors to seize "evidence" of anyone
violating politically correct forms of speech. The Act's chief sponsors, the
Anti-Defamation Commission, openly bragged that the Act's main target was the
CEC.

The ASIO Bill and the Power to Ban
The Howard Government has seized upon the occasion of the Iraq war,
to once again call for two powers which were rejected in 2002 after a universal
uproar, including from within Howard's own party:
1) the "ASIO Bill", which would transform Australia's national spy agency, the
Australian Security Intelligence Organisation, into a Mo$$ad-style secret
police, and
2) the power to unilaterally ban any organisation the Government feels like.

The ASIO bill (the Australian Security Intelligence Organisation Legislation
Amendment (Terrorism) Bill 2002) was first tabled in March 2002. Among other
things, it empowered ASIO to "disappear" people—including children as young as
ten—by detaining them indefinitely under rolling 48-hour warrants, without a
lawyer, without the right to remain silent, and with no notification to anyone
that the victim had been swept up.

The Government's own ASIO committee described it in their report as "the most
controversial piece of legislation ever reviewed by the Committee"; news media
were more blunt, referring to it as "the most draconian law ever proposed in the
Australian parliament." The Committee recommended some changes, such as raising
the minimum-detention age to 18, limiting the detention period to a maximum of
seven days, and allowing a lawyer to be present at any interrogations (but only
one approved by ASIO). The Government adjusted the bill to reflect some of these
changes, but insisted on a minimum age of 14.

The ASIO bill failed in the Senate, after a marathon 36-hour session on the
final sitting day of the year 2002. The minor parties opposed the bill outright.
The ALP, wanting to appear "tough on terrorism", was inclined to pass it, but
was forced to block it when the Government refused to compromise on the
Opposition's major sticking point—the provision that you didn't have to be a
terrorist suspect in order to be detained, but only suspected of possibly having
"knowledge" about a terrorist or terrorism. When it became obvious after the
36-hour sitting that a compromise wouldn't be reached, both major parties
bitterly accused each other of failing to protect Australia's security.

The irony that both major parties supported tough new powers for ASIO, yet the
bill couldn't pass, was due to a dynamic, year-long, nationwide mobilisation
against the ASIO bill and the Government's other anti-terrorist measures, led by
the Citizens Electoral Council. Because the minor parties in the Senate, the
Greens and Democrats, were implacably opposed to the bills from the beginning,
the mobilisation targeted the Labor Party, with great success. The ALP was
forced to change its position radically, from initially being prepared to
rubber-stamp the anti-terrorist bills within a few weeks of their March 2002
introduction, to insisting on major amendments, and even to outright opposition
in some cases. This shift was caused by a flood of protest phone calls, faxes
and emails from citizens all over Australia. At times, MPs reported receiving
more than 200 emails per day! A high point of the mobilisation was the CEC's
sponsorship of a full-page ad in The Australian on June 12, signed by over 200
officials, which compared the "anti-terror" legislation with Hitler's 1933
Notverordnung, by which Hitler consolidated his dictatorship. The ad drew blood,
as Attorney-General Daryl Williams denounced it as "highly offensive."

On March 20, 2003, the day the Iraq war started, Williams re-tabled the ASIO
bill, indicating the Government was willing to make some unspecified
adjustments, but that there wouldn't be many, saying that ASIO itself would
prefer no new powers, to a mere "fig-leaf". The ALP has indicated it still won't
compromise on its essential sticking points, and therefore won't support the
bill. If that position doesn't change, it could become the trigger for a
double-dissolution election later in the year.

On April 6, the Attorney-General announced the Government intended to revisit
another of last year's proposed fascist "anti-terrorist" powers, the power to
proscribe, or ban organisations the Government labels as terrorist—the same
power which the Notverordnung granted Hitler. In its original draft form, this
power was so broadly defined as to be a catch-all, by which political parties,
trade unions, and community groups could all be targeted. Under pressure from
the CEC's mobilisation, last June the ALP insisted on amendments to this power,
so that organisations could only be proscribed that were listed as terrorist by
the UN, and not merely at the whim of the Attorney-General. That is the form in
which it was passed, but now Williams has indicated that he intends to revisit
it, to again seek the power to be able to unilaterally ban organisations
himself. Thus far, the ALP and the Democrats have indicated that they will still
oppose this power. The battle continues, so see the back cover for how you can
help defeat these fascist proposals.
