Mientras que trabajadores sindicalizados y grupos campesinos se manifiestan en las calles de la ciudad de México en rechazo a la política económica del gobierno federal, grupos de poder político y económico fragmentan la cámara de Diputados para detener momentáneamente la reforma fiscal sugerida por el Banco Mudial. Vicente Fox advierte que con esta situación, el crecimiento económico de México es una oportunidad histórica lamentablemente perdida.
