The Phillipines Supreme Court is ordering a public hearing next week to consider Joseph Estrada's claim that he is still the "lawful and incumbent" president and therefore immune from prosecution on plunder and criminal charges. Estrada contends the Court denied him due process when it swore-in Mrs. Arroyo as President on January 20 and is now asking the court to declare Arroyo as "Acting President". Meanwhile, the Court will allow the Ombudsman to continue to investigate corruption charges against Estrada.

Iraq

A senior Iraqi government offical said Tuesday that Iraq will submit documentary proof to the UN that it doesn't have any more weapons of mass distruction. But they will not allow UN weapons inspectors back into the country unitl UN sanctions are lifted and all other Middle Eastern countries, including Isreal, have to undergo the same inspections.

NAFTA

Mexico sued the United States under NAFTA for refusing to allow Mexican trucks onto American highways. A ruling is expected on Thursday. In a priliminary ruling last November the arbitration pannel ruled in favor of Mexico but Clinton ingored that ruling. The US Department of Transportation says Mexican trucks aren't safe and truck safty standards are not good enough.
