بشر از آغاز خلقت پیوسته گرفتار و درگیر مسایل اجتماعی و سیاسی بوده است، چه در چهارچوب خانواده بعنوان کوچکترین سازمان اجتماعی، چه در طایفه، جامعه، کشور، و در نهایت جامعه بین الملل. بنابراین،"تفکر" عمری به درازی عمر بشر دارد. این تفکر بشری در واقع همان تفکر سیاسی اوست. به عبارت بهتر، از زمانیکه انسان به حل مسایل و مشکلات اندیشیده، از فکر و اندیشه سیاسی بهره مند بوده است، دانسته یا ندانسته، چه در خانواده، قبیله، جامعه و حکومت.
