Fred Burks, former translator for President Bush, traveled to Cuba via Mexico in 1999 to soak in Cuba’s music and culture.  A year and a half later he received a fine for nearly $8,000. 

Fred refuses to settle with the federal government, and his case will be one of the first to go before an administrative law judge later this year.
