WARNING! US Capitol Police Chief Gainer has announced that he has retrained his men to "shoot to kill" anyone who fits the profile of a suicide bomber and runs from his cops.

This means anyone wearing a coat or a backpack who does not submit absolutely to ther orders can be shot 7 times in the back of the head, just like that innocent Brazilian tourist in London.
