On March 21, the Mayor's State of the District Address was held berfore an invitation-only crowd, and any sound other than applause was grounds for removal by force.

In addition, protestors were shoved across the street, then blocked in with parked cars.

As they were still visible, they were then told "space for the public has been found"-but put in a remote gallery surrounded by undercover cops, who gave the warning about "applause only."
